Waltz's version was to admit a degree of greater complexity, something he outlined in Man, State and War (1959). I was wondering if he was actually going to utter the wor. Coexistence and making government viable are critical ingredients for any solution because government, as Kenneth Waltz posits in his seminal work "Man, the State and War", is ultimately 'a precondition of society'.
